PayPal didn't ask for my credit card password/pin when registering

I am new to paypal, I just created a new account here. When I registered and added my credit card, they didn't ask me for my 4 digits pin, just some digits that could be found on my credit card.
Therefore, I think that anyone with my credit card could set up an paypal account and do transactions without the pin.
Is it ok for paypal to create accounts without asking for the credit card pin?

Are you talking about the three digit code on the back of the card or your ATM Pin number?
PayPal will never ask for your ATM Pin number.
They need the card number, expiration date and the three digit code on the back. Period.
