Fraudulent Loans?

I'm on a trading website and there's a user there who takes Paypal loans out constantly and doesn't repay on time.

It's shaking the site up.

Isn't taking loans out essentially illegal? Especially with Paypal's code of ethics?

I just want it to stop.
