Do I get any protection on down payments?

I will be buying a set of car wheels from someone in a different state. The plan is that I send him a couple hundred dollar down payment via paypal, and the rest in cash when he delivers them to me.
Suppose he runs away with my money. am i protected by paypal? is there a safe alternative to this such that i will be protected? If there isn't, will paypal at least provide me any type of contact information (i.e. a telephone number or address) of the seller?
