Cannot Log In - Security Issue

I know my email. I know my password.  But it doesn't recognize my computer.  Since I'm overseas at the moment, I need to change the mobile number it sends the security text to.  And it will not let me do that.  I get stuck in a merry go round of log in to change, but won't let me log in until I verify with my old phone number that doesn't work.  

I'm not hot about calling PayPal from overseas due to the charges. While I understand this is done for my protection, they need to offer the option of sending a confirmation to my email or my mobile.  

The reason I need to get on, oddly enough, is a friends account has been hacked.  And he does not know what to do.  I wanted to look up the phone numbers so he can contact PayPal and freeze his account.  But I can't even look those up since I'm effectively locked out of my account even though I have the correct log in entries!  Kind of ticking me off!

I have same issue.....I even changed my email in my account to my current email and it still wants to send to my inactive account....also having issue with the phone number deal too

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
