Actually no, PayPal is clear about what is protected and what is not, intangible items, services, vehicles, etc., are not covered.  At least they are upfront with that policy.  The not so honest people are quite aware of what they can get aways with.  We've used PayPal for years but, we don't deal in intangible items for that reason.  Just too risky.  You may do better using another service for intangibles.   Note, no service is perfect however, there are alternatives:

NO, nothing. Sellers are victims to this new PayPal chargeback fraud, even IF they are "covered" under the so called Seller Protection Program. No seller is safe, no matter how much evidence they have to support their case. This is one thing I learned reading through here. Sellers with mountains of evidence and being covered under seller protection programs are still vicitms and found responsible to pay some sort of high balance which I was just victimized as well. I am trying to close both eBay and PayPal accounts, will tell a few companies who use PayPal as a merchant to switch, and the other friends to no longer use these companies. Its alllll about money, nothing to help their sellers out.
