I got my PayPal Cash Card yesterday, but I don't want to activate it. I've decided that my bank debit account is sufficient. Will this create a problem?

No, if you don't activate you simply cannot use it. No problem with that.
Does your bank debit card give you 1% cash back? If you use a PayPal debit card you'll get the 1% cash back, and you can simply use your bank as the backup funding source, so it would essentially be the same thing as using your bank debit card, but with the bonus.
