Only if he has a business account.

I dont have a business account. He would apply and it would just advise him he needs to upgrade his account to a "premier." It doesn't cost anything for the upgrade and it would issue him a consumer debit card.

How do I upgrade my PayPal account?

If you're an individual seller with a Personal account, you can upgrade it to a Business account to sell online under your business name.
 
Here’s how to upgrade your account:

1. Log in to your PayPal account.
2. Click Upgrade to Business account near the bottom left of the page.
3. Click Upgrade under “Upgrade your account.”
4. Follow the steps to provide all required information.

they fairly recently changed the name of my debit card to PayPal Debit MasterCard from the business one in my account online.  I activated it under my premiere account a few years ago.
