If you, as the seller, are using the PayPal Here blue tooth chip card reader you may accept PIN pad transactions, but I don't think there are any cash-back options. Since PayPal is the merchant, not the seller, it would be difficult to pass such transcations through to the seller and buyer. I also don't think PayPal has that functionality with the credit card banks.
