why did paypal give the buyer more on the return?

Long story short, i'm cancelling a purchase after i have stated no returns. seems like buyers remorse so i cancel via ebay. i check my paypal this morning and they refunded $0.30 more? is there a $0.30 fee somewhere that i can't see. been trying to find it and there's nothing on it. thanks for the help!

Yes. PayPal keeps the flat rate portion of the PayPal fee for goods and service refunds. It's been in the user agreement for years.
