When I try to send money back on a refund I got I keep getting a pop up that says --Can't send money at this time. If you keep getting this message contact Paypal. I tried to contact Paypal and they said they will call me back.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
