I have a seller asking for my paypal address so he can invoice me. I have never done an international purchase but shouldn't he invoice me first and I make the payment through paypal? Am I misunderstanding the request? What info can/should you send in advance of a payment?

He can't send an invoice if he does not know what your paypal email address is as that identifies the paypal account you want the invoice sent to.
Advice is voluntary.

He basically makes an invoice to your email address of what the purchase is and how much it is, you accept the invoice and pay it. He gets the money and then sends your order. I believe thats how it works. Because thats how it worked for me.
