"Return to Merchant" after buyer authenticates

Hi,
I'm just setting up a custom shopping cart for my website.
I'm using the standard HTML form code which is submitted to https://www.paypal.com/cgi-bin/webscr
In sandbox mode, its all working well.
When going live, I've changed the paypal email address & url to the above.
When making the purchase, the buyer is taken to paypal. After authentication, I see a page with a bug button which says "Return to Merchant" and nothing else. There is no other message or error. What is the issue and how do I fix this?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
