User Authentication Failed

Hi,
How are you?
Actually while sending the "S" ACTION request to '<removed>' I am getting this error:
RESULT=1&RESPMSG=User authentication.

All my credentials are correct.
Below is my code sample:

VENDOR=mukesh29&
PARTNER=PayPal&

TENDER=P&
ACTION=S&

CURRENCY=USD&
RETURNURL=<removed>
