having trouble trying to pay a balance in my account

I have a Paypal balance of $27.98 that I would like to pay. I have the funds, but for some reason an error comes up and can't finish the transaction. There are two charges: $7.99 + $19.99. Please try clear to any confusion in order to pay as soon as possible.

Please let me know what action to take in order to resolve this as soon as possible.
