error message saying that a payment cannot be authorized to my account!

Hey guys!
I am stuck in a weird error message loop on a merchant's website that is saying:
Oops, we're unable to complete this booking
We were unable to authorize the payment to your credit card. Please confirm that all the details are correct. You may also contact your bank to confirm that they are not blocking the payment or use an alternate payment method.
This is happening even though there isn't a credit card attached to either my paypal or my account on the merchant's site. I am getting so frustrated, this has taken hours and about 5 phone calls. 😞 No one can tell me why this error is occuring or whose site is at fault.
