can't set up my store on my website

Hi.  So when I try and set up my store (I use a website that has PayPal already plugged in for my option), it brings me to a confirmation page on PayPal, but it doesn't bring me back to my website to finish my store setup.  

Does anyone know why?

Yes, I have completed all the PayPal set up steps..so I don't think this is the issue.
