Why is PP doing the exchange rate instead of Visa?

Well.... I know why, but
I think I spec'd at one time to always charge my card whatever currency the seller charges and my card will do the exchange rate but I can't find anywhere now to change it. In the past two weeks I have three purchases in Euro and they have randomly charged me in Euro for one and then done the exchange rate themselves for two others, despite me clicking on the "pay 270 Euro" button. Thankfully the one they did charge in Euro was the one for 2800. Euro!
I'm considering disputing these with Chase Visa unless someone has another solution.

I have found the reason, Paypal in their usual slimy fashion has eliminated the link to change this option though it is still available through a back door link found in another similar post under payments;
It is so simple. It is called link:
