When are fees collected for card payments?

I recently made a purchase using a credit card (technically a prepaid visa card), and as I understand there is a 2.9% + $0.30 fee for card payments. However, the balance deducted from the card on my pending transactions is the same as the cost of the items that I purchased. When and how are these fees charged? Will the charge amount on the statement increase once it's been processed, or will the fees be charged some other way? I want to use the card to make another purchase, but remaining balance is close enough to the price that charging the additional fees would result in insufficient funds on the card.

The fees are for receiving payments, not sending payments. So if you sold something and received $100, for example, you would pay a fee $3.20.
