This is litearlly driving me crazy, its not letting me send payment to people I NEED to send paymetns to but is letting me send payments to other people????? how does this fking system work, I called paypal 4 days ago, they told me "Wait 24- 48 Hours" Today I call them "wait 24-48 hours", Do you want me to wait an entire year as well? I'm verified have a CC, Bank everything, I have triple the balance I'm trying to send, I'm literally gonna throw a fit because paypal is putting me behind on payments.

Is the currency in your paypal account balance in the same currency as the person / country you are sending to.

Yes,Its all USD, I've been sending payments in USD with no problem, with certain users it won't let me send even though there reciving payments from other user via paypal as well, paypal support is just people readiang off a screen telling me same thing, waiting for someone to acutally do something instead of telling me there's a restriction that will be lifted in 24 hours,....4 days ago.

I am having this same exact problem. and they are giving me this B.S. about how I had an account for 5 years but only ever used it for about $10, so the system won't let me process a large dollar transaction to a family member who is stranded until I can get her this cash. It is flipping ridiculous that they are denying me because of their "Security Model". What good is PayPal if they won't let you actually SEND MONEY!
