Unable to send a payment while abroad

Hi,

I have just set up my paypal USA account, linked it to both my bank account and my debit card.

I am abroad right now and need to make a payment quickly.

I keep running into an issue where it says "We can't send your payment right now"

Can anyone help me with this?
