This letter always see it when you open the account

Your account access has been limited for the following reason(s):
Mar 9, 2017: Your bank let us know that you didn't authorize some recent money transfers between your PayPal and bank accounts.
Account remained so for more than 4 days
Which will lead to
Loss of deal that the decision to pay
Will refer you to compensation in case of loss
Please solve the problem as soon as
If the problem is in the bank account ending x-0689
You can remove it from my account as soon as

PayPal doesn't like risky members.

You apparently filed an authorized bank transfer complaint with your bank.  That should have been settled with PayPal.

 

You will need to follow any instructions which PayPal provided with the limitation notice.

 

You cannot use PayPal except for transactions permitted by the limitation notice.

I have followed the instructions but the account is still blocked

You need to follow the instructions provided in the email.  You have not disclosed those instructrions.

The instructions, however, do not promise the limitation will be removed.

The limitation may be permanent.  You have not provided sufficient information about the initial email.
