My sister has been trying to send me money and she keeps getting this "Sorry, the recipient doesn't accept payments using this payment method. " error message. I checked my settings and I don't have a "block" saved to cause this error message. How do I fix this?

She is using MASTERCARD.

Go to Seller Preferences > Block Payments 

Allow payments for duplicate invoices and see if that works.

some MC cards are not in the MC NETWORK.

MasterCard Credit Card and she is in Oman. This is not the first time she used the same card to send me money via Paypal.

Check the card information. Is/has the card expired?  Maybe her original card has since expired and she forgot to update the exp. date in PayPal.
