Sent full payment but seller only received cost, not shipping

I purchased an item from a seller.  It was $25 with $3.49 shipping.  My PayPal shows that $28.49 was sent, but the Seller only received $25.  I sent her a pic of my payment and she sent me a pic of the $25 being received.  Anyone know why she wouldn't have gotten the shipping cost included as well?

$1.126 would be Paypal fee(30 cents plus 2.9%),

if she is getting less,could she have a negative balance in her account.

ask her to click on details and see how fees are deducted?

are you two both in USA and dealing with US $?

She replied last night after my post that she received the shipping.  Is PayPal holding shipping maybe? Odd, but seems all is well now.  Thanks, I guess it was a fluke or maybe she didn't check it right.  I appreciate the quick response.
