Hello. I am making a payment to someone to complete a service and have received the invoice. I am just worried that once I make payment, the task requested will not be completed. Am I able to request that PayPal place a hold on the payment I make to ensure that if the seller does not complete the task they will be able to retrieve the money?

Psypal does not do escrow, you need to read up on buyer protection and then risk assess your transactions.
Also it may be an idea to fund that paypal payment via a credit card to give you a second layer of protection.
Advice is voluntary.
