Repeat charge after refund

I have received a refund for a transaction.  My PayPal account shows the refund.  My "Cart" shows my orginal transaction plus a seller refund (sum = zero) and the "proceed to checkout" buttom. When I proceed, the "confirm and pay" page does not show the refund and appears to want confirmation to charge my account as thought this is a new transaction.  I have not "confirmed" the apparent second charge.  Is this Cart diaologe normal?  Do I need to something to complete the refund?  Will the refund appear in my cart forever?  Any guidance will be appreciated.
