Question about Claims Process?

I paid $20 for some software back in June, and paid through PayPal. All was good, until a few weeks ago when my access to the software was suddenly and inexcplicably revoked. I messaged the seller, and with a slow response time, I hear back a few days later with no information, and he attempted to convince me to move communication on the matter out of PayPal (which I was not going to do for obvious reasons). He claimed access to the software was revoked because I opened a case with PayPal. Now that's just not true, it was revoked before that and that was my reason for contacting him.

 

I elevated it to PayPal on September 11, and I've been waiting on the "Seller Response" phase for the standard 10 day wait. No word back from this guy at all. Assuming he doesn't respond in the next hour and nine minutes, does PayPal automatically refund me? What should I do next if anything?
