Problems with withdrawing money

Hello,i try to withdraw money on 05.09. (430.00EUR) and transfer be on pending 3 days and yesterday i see that money are refunded.Can you tell me why that happened and how i can withdraw money in my Visa card without problem? Maybe to try with 2x215EUR transactions or ? And i again try to withdraw money,is there any way to cancel transaction ?
