I spent 4 years in the states, and my account registered there using my visa, but when i back to my country the account stop working, and i still get this famous error massege (Sorry, we can’t complete your purchase at this time).. and the other problem i get 300 $ from a friend last night..
so what should i do to make the account works again and allow me to buy and send money..
PayPal is country specific so you need to return to the U. S. to fix the problem and close your account. You then open a new account in your new country.
