Preferred credit card in wallet

 I want PayPal to ALWAYS use my PayPal balance first before the preferred credit card, but after I selected a preferred card

it says they MAY use PayPal balance first.  What can I do?

we are allowed two accounts-one personal and one business.

Send the paypal balance to the other account,do your thing and log on to the other account and send it right back.
