Positive balance but still being billed

My account shows a positive balance. It has been decreasing over several months with purchases and a monthly subscription. Despite this I am still being billed to my bank account!
What am i missing here?
Also, it seems impossible to open a dialogue with paypal. Endless circle to FAQs

I'm sorry to hear that the funding method you would prefer is not being used for your payments. Are the charges utilizing your bank from a subscription, or are they from purchases made through a checkout? Your preferred payment method may be at odds with the payments associated with subscriptions. You can check the details of any subscriptions by following these steps, and change them there.
