Pending payment

I made a payment 2 days ago and it is shown as pending.  There's plenty of money in my account to cover it so I don't understand why it's pending.  Has it already been deducted from the available balance shown?

Are the funds in your balance in the same currency that the person you are paying accepts?

Is it a company you are paying or Ebay seller or private sale?

It's my Feb. eBay invoice.  This happens every month, I think.  I have noticed that if I make a purchase in a physical store that's over $30 it also is pending even though my PayPal balance covers it.
