Paypal balance won't transfer to paypal Mastercard? help!

I saw the 3 replies on how to get money on the mastercard, BUT can I transfer form my paypal account directly to the mastercard?  All I am getting is an option to send funds from my paypal to my bank account which takes 3-7 days, UGH-when I activated the card, the rep said $$ goes on card instantly. I am on paypal but see now drop down or way to do it, HELP????  Going on over 2 hours of trying & searching....I certain if I was paying something INTO here it wouldn't be this complicated or take this long, MMMMMM????  (makes me wonder why I got the card and wasted $4.95  *#@(^%    hahaha)
