Paypal Customer Service NOT Answering Phone

Normally I get an answer in less than 20 minutes.  Have tried several times in the last week.  Have been put on hold for as long as 3.5 hours, with no answer, and I eventually have to go somewhere, do something, and I hang up.  

 

Anyone know what is going on?

Anyone?  Been on hold over 4 hours.  And this is AFTER receiving the automated call back.

On hold for 2 hours today. Sent 3 emails and a fax today and only received canned replies which indicate PayPal staff did not even read my incoming messages. Something is seriously wrong with PayPal's customer service and dispute resolution process.

Has ANYONE been able to get through??  Or have I been put on some kind of black list?

 

I've been trying for over a month.  I will NOT be using paypal for big purchases again.
