PayPal Credit is not like a regular bank credit card which you can use on demand. It is not like bank credit which you can use when you want. PayPal Credit gives you a provional credit but then will evaluate each potential purchase at time of payment to determine if all real-time qualifications are met; PayPal does not disclose the additional risk and security parameters. When all qualifications are met you will have the option presented to used PPC. Then there will be an additional review and the payment could still be diverted to your backup funding source.
You are the only one who knows your credit score, your financial situation, and your credit history.
If you want credit which you can use when you want, then you'll need to use a regular credit card or something equivalent.

There can be various reasons - one common one is there's something not right with someones PayPal account, for example they may not have a bank account or credit card linked and confirmed. Another reason could with the sellers site, they may not accept certain types of funding sources. If all is well with your account, it's verified and there's no open disputes or claims against you, one suggestion is to contact the seller for assistance with the purchase.

I am new to paypal, I made the account a few days ago and quickly applied for the ''Bill me later'' and got accepted immediately. I haven't linked any bank account/credit card yet though.

Actually, you didn't need to apply for PayPal Credit. PayPal has enough of your financial information (after linking bank and credit card accounts) to just offer PPC at time of purchae when you, the product, and the merchant meet qualifications. Keep a credit score near 800, a very low debt to available credit ratio, and high net worth and you have a good chance of using PPC.
