Paypal Credit Not Working for me

Hi! I got approved for a $1700 paypal credit but when I try to buy something on ebay it says

PayPal Credit isn't eligible for this purchase, which may be due to one of the following reasons:

• A seller isn't eligible to accept PayPal Credit
• You're buying an item sold in a currency that is not supported

I have tried different sellers and it still says the same thing. Tried walmart too. Is the service unavailable?
