PayPal digital gifts steam wallet code in unsupported countries

I'm interested in gifting a friend of mine a 50$ steam code. we both live in israel.

Can I use steam digital gifts for this or does it only work in specific countries?

Unfortunately you can only buy from the PPDG US store if you've got a US PayPal account - there isn't currently a PPDG Israel store.
