PayPal Payment Page

Lately I'm getting alot of people saying that they aren't able to get to the payment page on paypal. It just doesn't load for them when they click to go to PayPal. Have anyone else been having this problem alot lately?

just tried checking out and it takes me to this URL with the spinning timer things. It never loaded the page.
