Pay after delivery is random. I read that it's only available on certain purchases but I'm trying to use it at the same place for the same item and same price today with no pay after delivery option when it was available on Sunday. Can someone please tell me how an item that qualifies is determined?

Clear your browser cache and cookies, restart device and try again. If PAD is not offered then, it could be blocked by the security/risk system and PayPal do not reveal the inner workings of their security and risk model.

It could be the product,it could be you and your credit history,buying activities or Paypal limit on extending credit to all paypal members.
Since fund is taken from your bank account,make sure you have enough fund ,any failure to withdraw would cost you not just NSF but your ability to use PAD.
PAD is really pay after you ordered,not delivered.
