Negative Balance even though money has been removed from my account

So I made a payment, and didnt realize they hadnt charged my account, so it bounced. But paypal paid it and gave me a negative balance.
3 days later they removed the money from my account for the total, but my account is still in negative.

I tried calling Paypal but all I get is a prompt to speak to a "sister company" where I cant speak to anyone and the message inbox says its full so I cant leave a message.

How can I speak to someone or resolve this?! PLEASE HELP!

Takes a few days to process from your bank account to your paypal account, when its cleared your neg balance will be adjusted.

Just because its cleared your bank account does not mean that its arrived at Paypal yet.

The issue the money was removed some 1.5 weeks ago. Is it normal for it to take this long?
