I have sent money to "this person" many times from my account. Account is available - enough balance. I also tried an alternate visa card - same message. Of course there is no PERSON to talk with at PayPal. Any clue as to what problem may be and HOW TO RESOLVE? Or is my tenure with PayPal ended since, no way to contact?
