Is there a current glitch with paypal at the moment? Not recieving full payment

Is there a current glitch with paypal at the moment? We are not recieving full payment on our orders one was only 60% another 50% and the recent activity is not upto date, it seems to be an hour behind. Thanks

According to the Production System Status page - it shows everything is "Operation" but, that does not mean there's an issue somewhere else.  (Sorry, no other details available.)
