Integration of payment pro in a backend api to process payment in dubai

we are dveloping now an app and everything good but the backnd developer stuck in the integration of the payment pro of paypal because they put a big message say that they support only uk and usa but how we ae gonna implement it in an app in dubai is thre any solution plz guys

help
