How to withdraw money from your PayPal balance to your local bank account:

I followed all the directions on how to do this.  All my accounts are verified.  There are no limits.  Everytime I get to the page to 'continue', I click 'continue' and nothing happens so I can't transfer.  It gives me no error.  I've tried it many times, still nothing.  I went to the 'help' menu and followed and read all the directions!  Still nothing.  My balance in PayPal says 'available'.

Specifically what steps have to taken before you get to the error?

There is no error message at all, below is how far I get.... I deleted the amounts and bank information for this message.  I press continue and nothing happens.  It's like the computer is thinking but then just stays on this screen when done.
