I need to make a periodic payment to a landlord in the Netherlands. I need him to receive exaclty 600 euros. I tried doing that with Paypal today with U.S. dollars, but he said he only received 573 euros in his Paypal account. There are obviously fees on his end, or a sizeable gap between the bid and the ask price for euros, or a combination of both. But it seems there must be a way for me to send an exact amount to someone. Can anyone help?

you sent goods and services,so Paypal cut is 30 cents plus 4.4% for cross border transaction,recipient pays the fee.
if you want him to get $600 euro,you need to fork over euro 626.70 .
you can use friend and family,but Paypal would review it,do it too many time,sPaypal may disallow it.

then there is 3% conversion fee and the exchange rate between euro and US $,US $ is weaker than euro $,is it not?

Your answer matches the math in my tansaction perfectly. 4.4% is a pretty high fee, considering they already low-ball the exchange rate on euros. The effective exchange rate including all the fees is almost as high as it would be if I sent it by Western Union. Maybe I'll see if the landloard will agree to a different payment method.
