Giving customers/donors the option to pay the transaction fee/fees

I work for a nonprofit in the U.S. - The Swedenborg Foundation. We just had someone (today, 9/13/2017) from Australia make a donation of $35 and I noticed that PayPal didn't charge us a transaction fee, which was pretty mindblowing, this is the first time in 5 years that I've seen this happen. I contacted the donor about this via email and he let me know that PayPal gave him the option of paying the transaction fee, which he generously did. He said that he has a "regular" PayPal account. He wondered if this may just be an "Australing thing?" Thank you in advance for any assistance anyone can provide.

Here's a snippet from the User Agreement:

 

If you send money to a friend or family member from a third party (non-PayPal) website or by using a third party’s product or service, then the third party will determine if the sender or recipient pays the fee.  This will be disclosed to you by the third party before the payment is initiated.

I'm guessing the nonprofit is setup to receive funds in various ways - that would explain the fees paid by the donor.
