Funds have been on hold to long

So I currently have a payment from a customer to me that is pending/being held,and I really really need it. I received the payment 02/06/18, shipped it and added the tracking info to paypal on 02/07/18, and it was delivered with signature confirmation on 02/09/18. When I had first received the payment I looked into what I could do to get my money ASAP and found that if I added tracking I could get the hold released three days after the tracking number shows the item has been delivered, which is why I paid extra for USPS 2-day express shipping with confirmation. By my math my money should have been released the afternoon of 02/12/2018, however it was not (no open disputes or complaints from customer either) and I emailed paypal only to get an automated reply telling me same info on "how to get hold released earlier", so I responded clarifying that I was complaining that when I received the payment I was made to understood the hold could be released earlier with tracking info, and I had done that and the time had passed but my money has not been released to me yet. But have not heard back, how can I get them to just follow what they say they do and give me the money that is rightfully mine since I have met the requirements they gave? THANKS
