Absolutely, you can be defrauded by a buyer, as a seller. I learned the hard way that sellers have little protection from buyers who know what they're doing to get items for FREE! As a seller, you and I pay the price... read this link below to see exactly the same fraud I got caught in, and lost my sale. This tells how it works.
NEW SCAM - HOW TO WIN EVERY EBAY AUCTION FOR FREE - No I'm not kidding

The buyer purchased my item through EBay - then nearly 3 months later, complained through EBay, but his gripes were completely unfounded. When he got nowhere, he then went to PayPal and filed a SNAD chargeback, which PayPal forwards to [and outcome is determined by] the credit card company. I waited for over a month to find I'd lost! Paypal covers themselves by only saying the CC card company has final say.
I have since decided NOT TO SELL ON EBAY, but on other sales sites. This happened very quickly and slick to me, it can happen to you just as easily. And there's no way to prevent it, the seller has no recourse... Be Aware.

Ebay comes down hard on seller since it allows anyone everyone to sell,so sellers are treated as sewage material/
but as long as the buyer uses a credit card and can file chargeback, you can sell on other venues, like FB,you are at the mercy of his cc issuer.
No one can protect a seller from item not as described as no third party has seen the item nor is it possible to be an expert in any or all merchandise.
Hence the saying-DONT SELL ANYTHING YOU CANT AFFORD TO LOSE.

YOU SHOULD report bad buyers and seller to Ebay,
Ebay does suspend bad buyers as they are a hazard to Ebay seller community if the buyer files too many disputes.
A buyer in rural MExico buys many low priced trinklets on Ebay and sellers ship first class with no tracking and mail in MExico is not reliable,so she files item not received and win.
Eventually Ebay suspended her buying privilege as she is a hazard to sellers, but she can sell ,just no more buying !
