Error Message

I am trying to pay a friend using a buy button, but every time I try to send the money it gives me the error message:

Sorry, we can’t complete your purchase at this time

Please return to the merchant and choose another way to pay.

I would like to know how to fix this asap!

i am recieving the same message. i cant purchase anything from anywhere. anyone know anything?
