Ensuring PayPal vendor verification...

Hello All,
I have seen a website store, based abroad, that offers"PayPal" as a payment method. At the bottom of its accepted payments, it has listed a "PayPal Verified" seal, alonside the PayPal emblem itself.
However, when going into detail on the payments method page for the store, it describes "1) Credit Cards" and below, where the payment information should be for "PayPal," it is blank.
How can I know their website is "PayPal Verified," and adheres to ethical vendor policies? I can share the website link here in this strand, but as a new user I am refraining from doing so right away in the original post.
Thank you to all who can help.
