Does PayPal require me to pay a "Moving Fee" through Money Gram?

     So I am trying to sell a mariachi uniform through craigslist and I got a message from someone that wanted to pay through paypal. They were very pushy about me sending my email. I went on google and it said that the only information I should provide to be sent money is my email so I sent it. I was charging $750 for it as my final price and the email said that this person paid $1400 and that I have to pay $600 via Money Gram out of pocket. Now he is persistently asking if I have received his email. What do I do from here?

It's a scam.  PayPal will not ask you to use Moneygram or Western Union.  And real buyers do not over pay.  In fact, they want to pay less or just what you specify at the most.

Check your PP account, there is no payment probably. If there is $1400, you better refund the entire thing.  Could be from a stolen account.

The intent is for you to send this $600 out of pocket through Moneygram using the $1400 as bait but you have not been paid.  And PayPal does not keep the money from your PayPal account until you have shipped.  It would show in Pending Balance, if you have been paid.
